This wasn't a simple hostage situation. Merely the tale end of rooting out a cell of Insurrectionists - which according to Bungie, was one of the primary focuses of Noble Team.

One subtle cue is in the beginning of the game - the Noble Team expects Insurrectionists are to blame for the attack on the Visegrad Relay, and are surprised by the Covenant presence.
